A shake up was effected today in the state civil service with the appointment of Mr Olugbenga Peter Faseluka as the new Head of Service.He succeeds Mr Olubunmi Patrick Famosaya .Going by the date of employment into the civil service, Mr. Faseluka, is a junior officer to 16 permanent secretaries at this time. While it looks like a tradition to appoint the most senior in hierarchy as the head especially in the military and judiciary, there have been occasions that a junior judge by date of employment has been super-imposed as the Chief Judge over his seniors in some states. The military may force officers who were formerly seniors to the new head to retire for purposes of obedience and loyalty.
There have been occasions particularly in the Judiciary where some former senior judges decided to work till their statutory terminal dates notwithstanding their one time junior now becoming their superior. This, like the military scenario, may not work in the civil service because it may now be difficult to take order from someone who had for a long time been a subordinate. For this reason, 16 Permanent Secretaries may be on their way out of the Ekiti State civil service.
The shake up saw incumbent Head of Service , Mr. Famosaya appointed as Special Adviser to the Governor on Governor’s Office matters. This is a political appointment which is no doubt an act of magnanimity by the governor.
Mr. Famosaya was due to go on statutory retirement about mid 2015 and was to proceed on terminal leave shortly. Five permanent secretaries were retired and four new ones appointed.
The announcements were made by a statement signed by the Secretary to the State Government which reads: “The Ekiti State Governor, His Excellency, Mr Peter Ayodele Fayose has magnanimously given the Head of Service, Mr Olubunmi Patrick Famosaya the privilege of retiring from the service of Ekiti State and has appointed him as Special Adviser to the Governor on Governor’s Office matters.
Equally, the governor has directed the appointment of the Permanent Secretary, Ekiti State Liaison office, Abuja, Mr Olugbenga Peter Faseluka as the new Head of Service.
Also, the governor has directed the immediate retirement of the following Permanent Secretaries from the civil service of Ekiti State: 1. Mr Lekan Ayeleso 2. Mr Alfred Ologuntoye 3. Mr O B Ajayi 4: Mr E Akin-Oso 5: A B Owolabi.
Consequently, the governor has directed the immediate appointment of the following officers as Permanent Secretaries in the State Civil Service. 1. Mr Ademiloye Ojo Fasiku 2. Mr Ayodeji Ajiboye 3. Mr Lawrence Babatope Ojo 4. Mr Sunday Komolafe
The new appointees are to be sworn in on Monday, December 1, 2014. |
