Dear Hon. Chairman, ICPC,

RE: ALLEGATION OF CORRUPTION AND ABUSE OF OFFICE AGAINST SEC DG, MR. MOIRNIR HALIRU GWARZO

Sequel to our earlier letter dated, Saturday November 4, 2017, written to the lower chamber of the National Assembly through the Rt. Honourable Speaker, Federal House of Representatives and a petition subsequently written to your esteemed agency, on same subject-matter as above, the Centre for Anti-Corruption and Open Leadership, CACOL, write to acknowledge the final arraignment and commencement of trial of same subject in an FCT High Court in Apo, last Thursday on series of corruption allegations and abuse of office and to express our readiness to provide any useful information and necessary assistance that could aid diligent and meticulous prosecution of allegations leveled while requesting for invitation towards mutual clarifications and appraisal of cognate issues inherent.

It would be recalled that CACOL had noted in the letter under reference, how Mr. Haliru Gwarzo had run SEC like his personal estate and with utmost disregard to the extant rules in the civil service or any government parastatal through illicit creation and expropriation of wealth and compromised his position by having transactional links directly and through his rookies, with the following Companies: –

·         Outbound Investment Ltd, RC NO. 807317

·         Medusa Investments Limited, RC NO. 326829

·         Northwind Environmental Services, REG NO. BN 2389176

·         Micro-Technologies LTD RC NO.173805

·         Tida International Ltd RC NO. 26414

·         Outlook Communications

·         Acromac Nig Ltd RC NO. 10687864

·         Balfort International Investment Ltd RC NO. 109153

·         Interactive Worldwide Nig Ltd RC NO. 77944

For the umpteenth time, our organization, the Centre for Anti-Corruption and Open Leadership, CACOL, is an aggregate of human rights, community based and civil society organizations and individuals with anti-corruption and openness in governance agenda across Nigeria. It is a non-political, non-religious, non-sectional and non-profit making organization; that sets for itself, the tasks of promoting accountability, openness in governance and using any available means to cause relevant authorities to probe and bring to book, corrupt leaders in public and private institutions.

Aside the exercise of our patriotic duty of blowing the whistle on how the personal interest of Mr. Gwarzo in the above-listed companies clearly contravenes the provisions of Nigerian law which distinctively prohibits public officers from putting themselves in situations where their personal interest conflicts with their public duties, we also attached vital documents to assist diligent investigation and prosecution of the matter. We are obliged to provide same documents if still required or any clarifications necessary.  In similar vein, Sir, we would appreciate a timely interface between our organization and your agency to clarify need or its lack in joining Mr. Gwarzo’s arraignment with that of Mrs. Muhammed, who as Principal Manager at NIMC also allegedly committed a number of infractions to gratify herself.

Accept our esteemed regards as we look forward to your timely response in furtherance of our common goal of ensuring that societal good and justice is eventually served in this and other relevant issues of national interest.”

Yours in the Service of Humanity,

Debo Adeniran

Executive Chairman, CACOL
