The government because:
1. Executive powers where ‘oga’ cannot be challenged.
2. Lack of supervision awareness of potentials of weaknesses opportunities. For example I used to plead to non medical staff in the wards to ask for a replacement if they cannot with hold the temptation to pilfer pocketing instrument.
